It depends on the tattoo, the story behind the tattoo, the way the woman relates to her tattoo, and the person doing the viewing.
A few people (including men) don’t care one way or another about tattoos at all. The woman with the tattoo has her preferences and her reasons, and it’s nobody else’s business.
Some find all tattoos to be questionable, and they judge those with tattoos to be of poor moral character.
Some respect all tattoos, no matter what the tattoo might be, and they will admire anybody with any tattoo at all.
Most people seem to vary depending on the tattoo. For example, the same people who mock and think less of those whose tattoos have spelling mistakes often also admire people who have beautiful or meaningful tattoos.
A tattoo is as much a choice as which clothes people choose to wear. Some people will judge everybody the same, no matter how they’re dressed, while others will judge people differently depending on what they choose to wear. The same often applies to tattoos (except that going out into public without wearing any tattoos at all is much more accepted than going out into public without wearing any clothes).
I dated a supermodel type babe with an inordinate supply of tattoos. Some she drew herself, being a talented artist. Each one had huge meaning to her. It is like wearing your story on the outside. It seemed to help her with the pain she felt on the inside from past abuse. I was fine with it. She was a really thoughtful, kind and gentle person. We all have scars. Some inside and some outside. Choosing to take that pain and wear it, gives people a way to voice that, be it heartbreak or love or anger or fear. See the tattoos for what they are, a story.

I could answer with statistics that would most likely bore you. I could get all philosophical about standards of women’s appearance and what is acceptable. I could do all of that but women with tattoos are the bomb because THEY ARE!
In all actuality tattoos kind of signify a slight streak of rebellion in a woman, and by the choice of tattoos it can signify individuality and creativity. And if I see a really pretty girl with a really cool tattoo I just brainlessly ask to take her to dinner. Of course I get brainful when she tells me no. But it was so worth the risk.
If you or someone you know is considering getting a tattoo I would have to give one word of advice: Heck ya get that tattoo and (if it’s appropriate to show) let us see it!
